Community Housing Program
The Program
The New Hampshire Community Housing Program (CHP) works to provide essential housing bridge support to qualifying individuals who are in imminent need. In order to remain successful in recovery and significantly decrease chances of recidivism, safe and reliable housing is imperative.
The New Hampshire Judicial Branch (NHJB) in partnership with the New Hampshire Department of Corrections (DOC), and the NH Department of Health and Human Services (DHHS), aim to provide temporary housing support to individuals who are diagnosed with a Substance Use Disorder (SUD) and are court-involved, including those who are re-entering the community under supervision of parole; in the community under supervision of probation*; or participating in the New Hampshire Adult Drug Court Program, Family Treatment Court Program, or Mental Health Treatment Court*) are eligible to receive housing assistance through the CHP.
*CHP Support for those who are under supervision of probation and or engaged in Mental Health Court is limited to those with current or history of Opioid Use Disorder.
The need for safe housing is greater than ever before. The NH Community Housing Program aims to establish contractual relationships with a variety of housing options in order to best serve the diverse level of needs in our state. These diverse needs are categorized by the CHP as follows:

Program Participants
In order to apply for housing through the CHP, the applicant and their referring Criminal Justice Service Agent (CJSA), which includes the applicant’s Probation/Parole Officer and/or their DOC/Treatment Court case manager, would fill out the New Hampshire Community Housing Program (CHP) Application with the participant. The application should be emailed to: chp@courts.state.nh.us.
For each qualified applicant, an individualized housing and support plan will be made by the referring CJSA and the applicant to outline the clear participant expectations and goals oriented towards finding and maintaining stable housing. Some supportive services that should be in the plan include but not limited to: access to SUD treatment, behavioral health, primary health care services, education on budgeting, and responsible tenant skills and practices.
From the date of CHP approval until the end of program support, the participant will be expected to remain in regular communication with their Criminal Justice Service Agent (CJSA) in addition to meeting any other requirements set by their CJSA. These meetings aim to evaluate the progress of the housing plan as well as the need for further connections and supportive services in the area and the consumers long-term sustainable housing plan.
Housing Vendors
Participating housing providers will be compensated by the CHP for rent or monthly program fees, for the agreed upon support time frame period. The exact amount for reimbursement will be based off of fair market value at the time of contract agreement and monthly compensation will be dispersed to participating housing providers through the duration of the contact upon invoice request.
